SSTS Training Program
USACE–SSTS Project and Program Management Training Initiative
In partnership with the U.S. Army Corps of Engineers (USACE) Europe District and the Ministry of Defense of Ukraine’s Special Transport Service (SSTS), Rebuilding Ukraine Association Inc. (RUAI) successfully designed and delivered a comprehensive three-course professional development program focused on modern project management, project controls, and infrastructure delivery practices. The program was held in Germany in the spring of 2026 and brought together senior SSTS leaders, engineers, project managers, and technical professionals responsible for supporting Ukraine’s reconstruction and infrastructure development.
The training program was structured around three progressive courses designed to build organizational capability and strengthen project delivery performance. Course One provided an executive-level overview of project and program management principles, emphasizing leadership, governance, strategic planning, stakeholder engagement, risk management, and best practices utilized by USACE and leading international organizations. Participants gained a comprehensive understanding of how large, complex infrastructure programs are planned, organized, and managed from concept through execution.
Course Two focused on integrated project and program management methodologies. Participants explored project planning, scheduling, budgeting, procurement strategies, contract administration, organizational structures, quality management, communications, and decision-making processes. The course incorporated real-world case studies and practical exercises designed to demonstrate how successful project teams coordinate resources, manage risks, and maintain accountability while delivering major infrastructure projects in challenging environments.
Course Three concentrated on project controls and digital project delivery systems. Participants received instruction in scheduling, cost management, earned value management, progress measurement, reporting, risk analysis, data management, and project performance monitoring. The course also introduced modern digital tools and project management information systems used throughout the engineering and construction industry to improve transparency, accountability, and decision-making. Special emphasis was placed on the role of project controls in supporting effective governance, reducing project risk, and improving project outcomes.
The program was delivered through a collaborative effort involving RUAI, USACE personnel, industry subject matter experts, university partners, and technology providers. Contributors included professionals from the University of Florida, AECOM, GERZ Holding, Kahua, APSI Construction Management, Kyiv National University of Construction and Architecture (KNUCA), and other organizations committed to supporting Ukraine’s reconstruction. Simultaneous interpretation services ensured effective communication and engagement throughout the program.
This initiative represents an important step toward developing the next generation of Ukrainian infrastructure leaders and strengthening institutional capacity within SSTS. By combining international best practices, practical project delivery experience, and modern project control methodologies, the program helped equip participants with the knowledge and tools needed to support the planning, management, and execution of reconstruction projects throughout Ukraine.
