Project Controls & Management Program

Ukraine’s reconstruction

This massive undertaking requires skilled project managers to oversee complex infrastructure and rebuilding efforts. Effective project management ensures that resources are used efficiently, projects are completed on time, and reconstruction efforts meet international standards. However, Ukraine faces a severe shortage of trained professionals in this critical field.

Project Management Program
Building the Project Management Workforce for Ukraine’s Reconstruction, in Ukraine

The need
Ukraine’s reconstruction is one of the largest rebuilding efforts of the 21st century. Every road, bridge, hospital and housing block depends on project managers who can control scope, schedule, cost and quality to international standards. Ukraine has too few of them. Rebuilding Ukraine Association, Inc. (RUAI) exists to close that gap.

Proven: the 2026 pilot
In spring 2026, under contract with the U.S. Army Corps of Engineers, RUAI designed and delivered three project management courses for the State Special Transportation Service of Ukraine (SSTS), taught largely in Ukrainian, with professional interpretation for English-language presenters:

  • Executive Overview (3 days). SSTS senior leadership on governance, portfolio management and the executive’s role in project success.
  • Integrated Project and Program Management (5 days). Future SSTS program managers.
  • Integrated Project Controls and Performance Management (5 days). Future project managers, focused on metrics, milestones and USACE-aligned controls.

Across 13 instruction days, SSTS officers trained in internationally recognized project management principles alongside USACE’s own delivery methodology and real case studies from the SSTS mission. Guest presenters from Kahua, APSI, AECOM and CDM Ukraine contributed industry expertise and hands-on perspective. The pilot showed that U.S. and USACE project management practice can be taught effectively to Ukrainian professionals and adapted to Ukraine’s conditions.

Ready: a complete three-level curriculum
Building on the pilot, RUAI developed a full career-pathway curriculum in 2026 with leading U.S. construction management programs: the University of Florida’s M.E. Rinker, Sr. School of Construction Management, Auburn University and Cal Poly. It is designed to take participants from core project skills to executive program leadership:

  • Level 1 – Apprentice Project Manager. Core project management functions: scope, schedule, cost, quality, risk.
  • Level 2 – Journeyman Project Manager. Integrated project controls, resource-loaded scheduling, earned value.
  • Level 3 – Master Program Manager. Portfolio and program leadership at the executive level.

The curriculum combines U.S. industry, USACE and Ukrainian standards (including DBN national norms) with the realities of rebuilding under wartime conditions: infrastructure repair and recovery, degraded logistics, and projects delivered under pressure. Hands on labs using Kahua, REUNITE’s founding digital project management platform, in its Ukrainian-language interface. Course content is aligned with Project Management Institute standards and prepares participants for PMP® and CAPM® exams.

Coming in 2027: delivered in Ukraine
Starting in the third quarter of 2027, RUAI will deliver the program in Ukraine, taught entirely in Ukrainian, in person and online. It is open to government agencies, ministries, municipalities, construction firms and veterans.

Veterans first
RUAI aims to give Ukraine’s military veterans priority access to training. Through donations and industry-sponsored apprenticeships, we aim to offer most veteran training places free of charge.

Built to last

  • Ukrainian instructor cadre, trained through a train-the-trainer program so the program is led by Ukrainians.
  • Hybrid and online delivery to reach 1,500 trainees across Ukraine, supported by a Kyiv-based program office.
  • Institutionalization, embedding the curriculum in Ukrainian universities and industry, with a long-term goal of 10,000+ trainees and a national credential database for job placement.

Thank you to our pilot contributors

Partner with us
Reserve places for your team in the 2027 cohorts, sponsor a veteran’s training, host an apprentice, or lend your experts as presenters and mentors. Your support trains Ukraine’s next generation of project managers and builds a talent pipeline for your own work in the region.

Our mission: to evaluate, educate, supply and train Ukraine’s veterans, engineers, architects, construction managers and public servants to plan, design and build housing, hospitals, schools, agricultural, commercial and industrial facilities, and infrastructure, using modern products and methods, and to pass that know-how to the next generation.
