Building a Skilled Workforce for Ukraine’s Reconstruction

This massive undertaking requires skilled project managers to oversee complex infrastructure and rebuilding efforts. Effective project management ensures that resources are used efficiently, projects are completed on time, and reconstruction efforts meet international standards. However, Ukraine faces a severe shortage of trained professionals in this critical field.

This initiative combines 

Technical training, industry mentorship, and workforce integration to create a highly skilled workforce capable of leading Ukraine’s reconstruction efforts. Rebuilding Ukraine Association Inc. (RUAI) will work in close collaboration with the Ukrainian Veterans Administration to ensure that military veterans receive priority access to training programs. Through donations and industry-sponsored apprenticeships, we aim to offer veterans a high percentage of training opportunities free of charge.

Our Established Partners

RUAI’s partners include the Univ. of Florida Rinker School of Construction Management, the Ukrainian Association of Builders, the Ukrainian State Special Transport Services, the Ukrainian Ministry of Veterans Affairs, the US Army Corps of Engineers, Kyiv National Univ. of Construction and Architecture and several others.

Phase 1: Pilot Program     (Months 3-6)

small-scale pilot will train 30 to 40 participants from the Ukrainian State Special Transport Service (SSTS) and the Ministry of Veterans Affairs. This 20-hour training integrates:

  • Industry Best Practices  – Training aligned with global project management standards.
  • Kahua Software – Hands-on experience with digital project management tools.
  • Mentorship from U.S. & EU Professionals – Direct guidance from industry experts.
  • Real-World Application – Practical skills for immediate workforce impact.

This pilot will refine the curriculum before full-scale deployment. 

Phase 2: Regional Rollout (Months 6-24)

  • Expanding to 1,500 trainees through an online and hybrid learning model.
  • Establishing a Kyiv-based office with dedicated full-time staff for program management.
  • Developing a PMP Certification Program in partnership with the University of Florida’s M.E. Rinker, Sr. School of Construction Management, aligning with Project Management Institute (PMI) standards.
  • Providing Scholarships for veterans, ensuring broad accessibility to training.

Phase 3: Nationwide Expansion (Years 2-5)

  • Scaling to 10,000+ trainees across Ukraine.
  • Institutionalizing project management education within universities and industry.
  • Creating a national certification database for job placement and credential verification.

The program will establish

A fully operational office in Kyiv, staffed with three full-time administrators and an IT team to manage training logistics, mentorship programs, and certification tracking. Additionally, one full-time staffer based in the U.S. will support fundraising, partnership development, and program administration.

Our Mission is to evaluate, educate, supply, and train veterans, engineers, architects, construction managers, and employees of Ukraine’s national and regional governments and businesses.

We will assist them in planning and designing the construction of housing, agricultural buildings, hospitals, schools, commercial and industrial buildings, and infrastructure using new products and building methods, transferring knowledge and know-how to future generations.
